How we may use your details

We may share your information with third parties where we have a legal obligation to do so, or where permitted under the GDPR, or with a third party working on behalf of the Council.

We will strive to ensure that any third party who we share personal data with has sufficient systems and procedures in place to prevent any loss of data.

We will not share your data with third parties for marketing or sales purposes, or for any commercial use without your prior express consent.

Detect and Prevent Fraud or Crime

We may use any of the information you provide to us for the prevention and detection of fraud or crime.  We may share information provided to us with other bodies responsible for auditing, or administering public funds, or where undertaking a public function, in order to prevent and detect fraud or crime. We carry out data matching ourselves, as well as sharing this information with other public bodies, such as the Cabinet Office, the Department for Works and Pensions, other local authorities, HM Revenues and Customs and the Police.

National Fraud Initiative

The National Fraud Initiative (NFI) is an exercise that matches electronic data within and between public and private sector bodies to prevent and detect fraud.

Rossendale Borough Council are required by law to protect the public funds it administers.  It may share information provided to it with other bodies responsible for; auditing, or administering public funds, or where undertaking a public function, in order to prevent and detect fraud.

The Cabinet Office is responsible for carrying out data matching exercises.

We process and share the information provided to us for the following purposes:

  • council employee payroll
  • council employee pensions
  • electoral register
  • student loans
  • housing
  • supported care (home residents and care home residents)
  • insurance claimants
  • housing and council tax benefits
  • Licences such as market trader/operator and (new) personal licences to supply alcohol

The Cabinet Office

The Cabinet Office is responsible for carrying out data matching exercises.

Under the National Fraud Initiative: a data matching exercise to assist in the prevention and detection of fraud. We are required to provide particular sets of data to the Minister for the Cabinet Office for matching for each exercise, as detailed on the government's website.

The use of data by the Cabinet Office in a data matching exercise is carried out with statutory authority under Part 6 of the Local Audit and Accountability Act 2014. It does not require the consent of the individuals concerned under the General Data Protection Regulation (GDPR) and the Data Protection Act 2018.

Data matching involves comparing computer records held by one body against other computer records held by the same or another body to see how far they match. This is usually personal information. Computerised data matching allows potentially fraudulent claims and payments to be identified. Where a match is found, it may indicate that there is an inconsistency, which requires further investigation. No assumption can be made as to whether there is fraud, error or other explanation until an investigation is carried out.

Data matching by the Cabinet Office is subject to a Code of Practice.
