The operation coordinates a three-pronged approach of education, enforcement and removal, which aims to hold to account those responsible.
Following a report of an abandoned vehicle in the car park of the Rose and Crown pub, Manchester Road, Haslingden, Public Protection Officers found an accident damaged Mercedes van which had no road tax, no MOT and foliage growing through the rear of the vehicle which was also full of rubbish. The vehicle was deemed to be abandoned.
Enquiries revealed Mr Daniel James Barry, aged 55 years of Ullswater Way, Rossendale, to be responsible for the vehicle being abandoned and a notice was served requiring the vehicle to be removed within 7 days.
Mr Barry failed to remove the vehicle and a fixed penalty notice was issued which he failed to pay which resulted in the matter proceeding to the Magistrates Court.
Mr Barry who did not attend the court hearing, was found guilty in his absence and was fined £1000, ordered to pay £100 victim surcharge along with £1,137 prosecution costs. A total of £2,237.
Mr Barry has previously been found guilty for abandoning vehicles in Rossendale and this is the third successful prosecution against Mr Barry.
