Rossendale Borough Council’s Planning Department has exceeded national targets in the review and approval of major and minor planning applications submitted during the financial year of 2023-24.

The Government's timeframe for determining major planning applications is 13 weeks – with a national average success rate of 86%. Rossendale has surpassed this by approving 100% within the period.

This commitment to efficiency extends to minor and other planning applications too. The Government's benchmark for these is eight weeks, with a national average of 88%. Again, Rossendale has exceeded this by successfully determining 98%.

Throughout 2023-24, 625 planning applications were processed to improve the borough’s housing infrastructure and to support the Council’s ‘High Quality Environment’ priority outlined within the Valley Plan 2021-25.

Councillor Michelle Smith, Deputy Leader of the Council and Lead Member for Planning, Licensing and Enforcement, said: “The Planning Department's accomplishments are underpinned by its dedication to sustainable development. By facilitating a smooth and timely approval process for developers and homeowners, officers can align the wants and needs of Rossendale with the Council’s long-term vision for the borough’s landscape.

“We are thrilled to share these outstanding results, which are a testament to the dedication of our Planning Department. Our focus on efficiencies and a timely service has enabled us to not only meet but exceed national targets, paving the way for a vibrant future for Rossendale.”

The Council recently secured £100,00 from the Digital Planning Improvement Fund which will allow the Planning Department to take advantage of digital service improvements, prepare for legislation and begin collaborating with other local authorities and technology providers on software and data projects.

Head of Planning Mike Atherton said: “The performance figures are a tremendous reflection of the hard work of Planning Officers in Rossendale, and they are a positive indicator of the Council delivering on its vision outlined in its Corporate Plan.”
