A business has been fined following a prosecution brought by Rossendale Borough Council for the wrongful storage of waste materials at Hey Head Farm, Bacup.

The Environment Agency contacted the council’s Public Protection Unit when thousands of tonnes of waste were discovered on the site and a Community Protection Warning was issued.

It ordered Hey Head Farm Holdings Ltd to remove controlled waste from the site and to refrain from depositing any further waste.

The company failed to comply with the warning and Council then issued a Community Protection Notice (CPN) outlining the same demands.

Initially, the operator was given until the end of October 2022 to comply which was later extended to the end of December 2022.

However, the operator failed to comply to the CPN and the council prosecuted in June 2024 for breach of the notice.

Hey Head Farm Holdings Ltd pleaded guilty at Blackburn Magistrates court in June 2024 and were fined £3,000. They were also ordered to pay £1,200 in victim surcharge and costs of £700.
