Leader of the Council, Alyson Barnes, monthly update for November 2024

I’d like to start by saying a big thank you to everyone who took the time to complete our annual resident survey. The response has been incredible, with over 5,000 people completing the surveys. Hearing from so many of you allows us to understand what really matters to residents and how we can work together to make improvements and shape our services.

Thanks to feedback from previous surveys, we’ve been able to improve our website, making it easier and faster for residents to request services and find information. We’ve also increased public consultations to ensure that the community’s voice is at the heart of our decision-making. It’s fantastic to see so many people actively involved.

I’m also pleased that the Waterfoot Masterplan has been approved. The plan outlines an ambitious vision for the future of the town and was shaped, in part, by over 550 residents who participated in the consultation process. Their input has been invaluable in helping us create a plan that reflects the unique character of Waterfoot, while setting out a clear path for revitalisation. The Waterfoot Masterplan is more than just an infrastructure project; it’s about celebrating the town’s rich heritage and vibrant arts and cultural scene, which makes it a unique and special place. With the council securing considerable investment, we’re now in a strong position to bring these ideas to life, and hopefully create new opportunities for artists, community groups and businesses in the town and greatly improve the environment for everyone.

We now have masterplans in place for four of our towns, these will guide development and growth for years to come, ensuring that our borough evolves and thrives.

I know that not everything we’re working on will have an immediate impact, and that brings me to a topic that’s understandably frustrating for many residents - the ongoing roadworks in Rawtenstall. We understand how disruptive these works can be, and I want you to know that we’re addressing the issues regularly with Lancashire County Council (LCC), who are responsible for the works. We’re in almost constant communication with them to ensure these projects are managed as efficiently as possible. I’ll be meeting with the Leader of LCC soon to continue discussions and make sure they’re aware of the impact on our residents and businesses. We appreciate everyone’s patience as we work through these challenges, it will be worth it in the long run I’m sure, it's just painful in the interim.

It's been a very big week for two of Rossendale’s Pride Groups. Bacup Pride and Civic Pride have both done remarkably well in recent RHS competitions, building on achievements in previous years. Bacup Pride has won Best Newcomer and earned a Silver Gilt in the Small-Town category at the awards. With Civic Pride gaining a Gold for Rawtenstall in Bloom. Both groups impressed the judges with extensive gardening projects throughout both Bacup and Rawtenstall town centres. Judging took place in early August. Added to this Stubbylee and Moorlands Park in Bacup was also awarded Gold in the Large Park category, this represents the highest level of recognition in this category and marks four continuous years of achieving Green Flag status in the parks.

A huge thank you and well done to everyone who worked so hard over very many months to make this happen. Your commitment and dedication to our wonderful borough is greatly appreciated.

Finally, as we move into November, we’re mindful of the importance of reflecting on and honouring those who have served and sacrificed for our country. This month, there will be numerous Remembrance events across the borough. These events provide a moment to come together as a community to pay our respects, remember the fallen, and acknowledge the sacrifices made by so many.
