A planning application for an upgraded waste transfer station in Bacup has been submitted by Rossendale Borough Council.

The proposed upgraded facility at Henrietta Street is a development of the long-standing registered waste transfer station that has held a Waste Transfer License on the site since 1997. The planned updated project comes as a necessary response following Lancashire County Council’s decision to close the Whinney Hill site, where we currently send our waste for processing.

The proposed facility is designed with state-of-the-art improvements to manage waste responsibly and efficiently. Key features will include a purpose-built building equipped with advanced fire suppression systems, odour control technology and an advanced carbon filter system, significantly enhancing environmental protections for the surrounding area.

This investment will also support the council’s ongoing commitment to sustainable waste management. By localising waste processing handling, the Council expect to reduce transportation-related emissions and decrease the need for longer waste-hauling journeys by 150 ton’s, contributing to their overall efforts in minimising the borough's carbon footprint.

Councillor Adrian Lythgoe said: “This modernised station aims to meet higher environmental and operational standards than before, ensuring that we manage waste effectively while being mindful of our impact on residents and the local environment.  With the new station, waste handling will be dealt with inside the new building, reducing noise and significantly improving the outlook of local neighbouring properties.

“The council is committed to working closely with community members throughout this process and will continue to provide updates on the project’s progress. We believe this new facility will not only support more efficient waste management but also align with Rossendale’s sustainability goals, creating a positive outcome for both the environment and our residents.”
