
Rossendale Borough Council has provided an important update on the next steps for Bacup’s regeneration
Following recent planning consultations, the highways and flood authorities requested significant structural changes to the original design of the planned market development. While these changes have been successfully incorporated, they have led to increased project and construction costs. As a result, the Council is reassessing how best to maximise the impact of the regeneration investment for Bacup.
Council Leader Alyson Barnes said: “This presents an opportunity to revisit the ambitions set out in the Bacup 2040 Vision and ensure funding is used in the most effective way. Rather than focusing on a single building, the Council will explore improvements that benefit the entire town.”
The Council have stated that these enhancements may include things such as improved public spaces, improved pavements, and upgraded streets to create a more welcoming and accessible environment for residents, businesses, and visitors, along with a revised approach to the market development to align with broader town-wide improvements.
Councillor Barnes added: “Changes at the national government level have provided greater flexibility in how these plans can be delivered. The easing of previous time constraints means there is now an opportunity for us to refine the approach and ensure the best possible outcomes for Bacup.”
While the market site remains closed to facilitate necessary utility disconnections and site clearance, the overall development timeline remains aligned with the original schedule.
Councillor Barnes concluded: “We’re committed to delivering meaningful improvements for Bacup. By adapting the plans now to better reflect both community aspirations and emerging opportunities, we hope to achieve greater long-term benefits for the town.”
