Who can apply?
A person liable to pay the Council Tax for a dwelling which is the sole or main residence of an apprentice.
When will a discount be awarded?
A discount may only be awarded if there are less than two adult occupants (18 years and over) in a property. An apprentice is not counted when calculating the number of occupants. Should this result in there being only one occupant a discount of 25% of the Council Tax may be given. If all occupants are discounted a 50% discount may apply.
Requirements
The apprentice must be employed for the Purpose of learning a trade, business, profession, office employment or vocation, and for that purpose undertaking a training programme which would lead to a qualification endorsed by the National Council for Vocational Qualifications. The weekly wage/allowance must be substantially less than that which is likely to be received one qualified, and be no more than £195.
Appeals
If the Council decides not to award a discount an appeal may be made to a Valuation Tribunal.
