Local List of Non-Designated Heritage Assets
Growth Lancashire have recently facilitated a project to assist Local Planning Authorities across Lancashire in producing Local Lists of Non-Designated Heritage Assets to recognise local heritage assets as part of the Lancashire Local List Project.
A consultation was undertaken to help identify such assets. The results of this project have helped to shape the Local List for the borough.

Letters have been sent out to all owners / occupiers of the properties and other assets that have been identified to ensure they are aware that their property / asset is being considered for inclusion on the Local List of Non-Designated Heritage Assets and to make comments if they so wish. It should be noted that that list has been compiled by heritage professionals who are familiar with Rossendale. Also, the Local List is not an exhaustive record of Non-Designated Heritage Assets. Other properties or assets may be identified through the planning application process and added to this document in due course.

What is a Local List?
The Local List is a formal record of local heritage assets. The Local List is comprised of many different types of assets that make up our historic environment, such as buildings, walls, war memorials and more.
The Local List contains assets that do not meet the criteria for being statutorily listed by Historic England but are nevertheless judged to be of architectural or historical importance to their local community. These heritage assets make a positive contribution to the character of an area and add to the sense of place.
The Local List helps owners, developers, and decision-makers recognise the significance of an asset and how it adds to the character and speciality of the local area.

Historic Environment Record
Certain sites of archaeological or historic importance, including historic town assessments and those which have statutory designations, may be included on the Historic Environment Record for the area, which is managed by Lancashire County Council. Developers should consult this record so that they are aware of potential heritage constraints relating to specific sites.
