Applying for consent

Street trading consents are issued for a period of 12 months. A 12 month consent incurs a total fee of £431, upon the Council's decision, if your application is not granted you can claim a refund for the issue portion of the fee, which is £336.

Cheques should be crossed and marked payable to Rossendale Borough Council.  Payments can also be made using a credit or debit card.  Please telephone 01706 217 777 to arrange this.

Street trading may not commence until the fee has been paid and the consent granted and issued.

An application for a street trading consent will be submitted to the following authorities as part of the consultation process.

  • Lancashire County Council Highways Authority 
  • Lancashire Constabulary 
  • Lancashire County Council Trading Standards 
  • Whitworth Town Council (if your application extends to an area located within Whitworth) 

The application for registration must be sent to Licensing Unit, Rossendale Borough Council, The Business Centre, Futures Park, Bacup, Lancashire, OL13 0BB.
